Vendor Scam E-mail
Individuals not in business might quickly determine that this spam e-mail is not intended for them but persons in business especially ones who trade internationally might fall for this scam
The scam might be to obtain your personal business details for misuse such as identity theft or obtaining credit/loans in your name or to discuss fraudulent business transactions
Let's look more closely at the e-mail received.

Do request the registration link if interested.

"Red Flags" sender e-mail address: fabrizzi11111@gmail.com, a free email provider but why do they name themselves Oman Air Procurement then continue the e-mail as though they are the company called Pemex?
They give a reply to e-mail address info@pemexvendoregistration.com suggesting they have access to that account and it also seems that a website is displayed at the address https://pemexvendoregistration.com a whois search showing it was only just registered. Check the "Further Reading" link to view Scamminder report
Further examination of the website shows that to register as a vendor on their portal they require a "refundable deposit of USD 14,800". Having read the variety of scams on our website would you believe that any fee you might send to these people might be returned to you?
Recommendation:
Just delete the e-mail.
